Need to Hire Someone to Build Custom DVR for a Social Enterprise

I'm working on a startup social enterprise to improve the TV options in correctional facilities, where TV is a big part of inmates' lives. I'm looking to hire someone to build a custom DVR system that would work on a large scale in a correctional facility. It seems that the MythTV platform would be suitable.
