He just made her level 12, like GAZ1 did, but I think a level 12 char
in BD&D should be level 8 in 4E (I posted my conversion chart in a
much earlier thread).

Then again, 1:1 works pretty well for the lower levels
if there are no other considerations (such as role as foe
in an adventure).

I have. A party of NPCs is a fair challenge for a
party of PCs of the same size, which actually makes
them a bit weaker than the corresponding PCs. I
would use standard NPCs for nameless foes of
given classes and levels.
However, adding another template turns them
into elite foes. A party of elite monsters of
the same number and levels as the party is
considered beyond hard -- which is as it should
be for an encounter that would have a 50%
chance of resulting in a total party kill and
which would significantly drain a party's
resources even if they do survive. Elite
monsters of a given level seem to be the
equals of the PCs that they fight on a 1:1
basis -- a situation that should seldom if
ever be permitted to arise. (Solo monsters
are just plain superior to PCs of equal level,
of course.)
The key to survival of PCs, of course, is to
avoid "fair" fights....
