While preparing some stuff for my "Rockhome 1010"-campaign (an all-
dwarf campaign set in the first year since the dwarves' return), I
noticed something...

Shadow Elves are perfect Deva (or the other way round) if you can
forget the background from PHB2 and just put in the background from
the gazeteer.

Or am I missing something?

Well, you're missing the fact that Funqbj Ryirf nera'g ervapneangrq ng
nyy, Ensvry vf whfg ylvat gb gurz. (rot13.com to unscramble the
spoiler).

I still like Shadar-Kai for Shadow Elves.

Aside from the fluff, the mechanics are not that good a match.
Here are the pros and cons as I see them:

Pro: Ability score bonuses are great for arcane/divine combination.
Racial ability is similar to elven accuracy.

Cons: Too many languages -- does a shadow elf need anything
beyond Common and Elven by default?
No ability to see in dark (not even low-light vision).
Racial abilities too much focused on light (shadow elves live in the dark).

I think I would agree that the shadar-kai are a better match -- many of
their abilities actually do overlap those of eladrin.

I know, but the "soul energy" could manifest quite easily in this way.
At least this way the shamans would have some proof to the belief.

Shadar-Kai were also on my list of "easy fix" creatures, but their racial features don't really fit the Shadow Elves. The deva's racial features are a much better fit.
