Concerning your other suggestions, some things often appear easier to implement as they are in reality and as I said, we are very busy with The Bus right now. Nope. Just those targeting those that will be passing through for a couple of weeks. And those "tourist sim cards" are not exclusively for tourists, Thais can buy them also. But the English packaging and price is not targeting Thais.
But I can say from experience that a "local" sim card would usually be approximately 50-100 and then you layer on a plan on top of that. An exception would be for a specific plan like the 4Mbps unlimited internet for 600/6 months, 1200/12 months. I know someone who has a DTAC sim that is 200/mo for 60gb max speed internet and unlimited calls to all networks (15 minutes max per call). I think the sim card was 100 + first month. You have to keep your eyes peeled.
I usually take my Mac laptop and on that TIM plan I have often used my iphone as a hotspot for my computer when I had poor wifi in an apartment and needed the internet but also a keyboard. Wouldn't that be the same as using it for another iphone?
Mark, I guess I wouldn't bother with a voucher and just buy whichever SIM, Vodafone or TIM, is most convenient for you. Both companies have a good reputation for coverage throughout Italy. I have roamed on Vodafone IT with my Dutch Vodafone SIM on a few trips, and coverage has always been really good, at least in northern Italy.
We've never gotten any voucher --- just landed at FCO (or Milan's MXP or wherever), taken the train into the city and purchased our SIM cards at the train station. We leave our phones in airplane mode but with wifi turned back on until we get the SIM cards installed and activated. Just in case we get separated.
For some trips, such as the current one, we check into our apartment and then walk a few blocks to the nearest Vodafone or TIM store. Yes, in a perfectly ideal world, it would be best to be able to get the SIM cards at the airport, but we've only done that once (at FCO) and they did charge us extra for that privilege.
Philip, thanks so much for your reply! I ad read some horror stories from others about them not being willing to honor the vouchers for the TIM for tourist plan. Is there a specific store that you went to each time at the FCO airport? Someone was mentioning a store in Terminal 3 and maybe another TIM store near baggage claim?

In September, I will be taking a 2 week trip to Japan (10 days Osaka, 4 days Tokyo). I will also be planning to making day trips from Osaka (Nara, Kobe, Kyoto, maybe one more city). I have found these two prepaid data only sim cards. What do you all think? For the first seven days in Osaka, my Airbnb offers a pocket WIFI to use. Based on these prices, I am leaning towards either the 5GB for 10 days or 7GB for 21 days from B-mobile.
Does anyone have any other recommendations in terms of price + data or does anyone have any experience using the B-mobile visitor's sim?

Data SIM Cards allow you to access high-speed internet using your cell phone. The only thing is that you can't make or receive phone calls, but you can use Skype or Whatsapp for it.
On the one hand, before making your trip, you must make sure that your phone is unlocked and therefore able to use international carriers. Locked phones, those locked to a specific carrier, won't operate with international SIM cards.
On the other hand, you are not required to return your SIM card. You can keep it for a future trip to Japan, as it doesn't work outside of Japan.
