From MIBB's Desk - Web Development - Update
I have published regarding the huge support we got regarding the web hosting inquiry we have posted several days ago. We are lucky as a webhosting company has agreed to sponsor a hosting plan at their data center with unlimited bandwidth. I did also mentioned regarding the idea of renaming the mailing list once again due to technical reasons (non-availability of preferred domain name, red tapes to register .my TLD name, technical support etc). This has been a blessing in disguise as we able to accommodate a good suggestion on the name of our group. Will announce the name of the group in several days time. In my view what makes a group extraordinary is not the name but its members. I am honoured to have you onboard with us. Would like also to mention, the webhosting company had also sponsored the registration of the new domain name! We are currently working on the technical configuration.

The next help I would require is volunteers to assist on
a) the setting up the website -- will be using Joomla 3.2
b) the graphical designing -- banners, pictures etc.

Community Driven Initiative - Project <no name>
We are in midst of planning another interesting program for the benefit of our community. We are still working on the proposal and will make the announcement when we have firmed the plan. The initial cost is estimated to be RM1,000.  This will be used to buy some equipment such as the below

Community Driven Initiative - The Right to Sight (Penang) - Update
The Right to Sight is a community driven activity where an eye examination program will be done for under enrolled Tamil School students.  Many studies worldwide have pointed the vision and academic performances of students are inter-related. 
 
Thus it’s important to ensure that all the students have good vision in order for them to excel well academically. In this program, students whom had been screened to have vision problem will receive a pair of spectacles for free courtesy of the community. Our pilot program in Selangor was successful then we explored Kedah where it has been successfully completed and now we have stepped to Penang, our final state for this program.

We just have completed eye examination in 2 more schools yesterday, SJKT Ladang Changkat and SJKT Ladang Byram. We have updated the photos is our picture gallery. Around 20 students is said would be requiring spectacles out of 107 students screened. The optical company would confirm the final number once reviewed the data again.

MIBB - Received the below. Kudos to the company that employed her as it provided support not only to her but for her family too. As her medical condition is ongoing, one time fund raising as we do in MIBB is insufficient. Need a self-sustaining solution. Have you got experience in handling such case. My main intention of writing this mail to you is to seek for any kind of financial or medical help from MIBB The Malaysian Indian's Bulletin Board due to my medical condition and financial constraint.
 
My Name is <snipped> aged 29 years old, whom has been suffering 6 years from Takayasus Arthritis (which is a disease that attacks young women in their twenties), Optic Neuritis, chronic kidney disease (both kidneys malfunction) and currently am performing haemo-dialysis at a private medical centre.
 
Even with the above medical condition, I am currently working at <snipped> to support my family. Despite my serious medical condition, the company has been kind enough to retain me on their payroll. I am the eldest in the family and my both parents has passed away. Apart from supporting my basic needs and medical expenses, I also need to take care of my younger brother who is studying and a sister who is herself sick and a single mother.

Since I am working, I couldn’t get any Government slot for Haemodialysis. My cost for dialysis is almost RM600 each month without including doctor's consultation and blood transfusion charges. In addition, I also required to take Recormon injections thrice a week. The cost for one jab is RM42. Although SOCSO is supporting me for the 1st 3 jabs each month, I still need to folk out my own for the rest of the 9 jabs and treatment for a month.
 
I really struggling to pay large amount of money for my medical fees and my salary alone could not cover all the expenses. Due to my medical condition, I also need to take medical leaves frequently, which also impact my income.
  
I truly understand that MIBB is a charitable organization, however I sincerely hope that the organization would be able to understand my suffering and my health complications. I really really hoping that you will be able to give help, donation or any kind of support to ease my sufferings.
 
As at now, I am praying to god that he can shed the light on my life through people like you by giving me helping hand and support that I really need now.
 
Attached is my dialysis treatment document and my medical report for your reference.

From MIBB's Desk - Need Feedback - Tables and Chairs in Partially Aided Tamil Schools
MIBB - I have published the below on 17 Feb 2014. Got a number of responses and still welcome for more. Generally I see the one in top claims we have done this and we have done that. The one at the bottom claims we got nothing. There we some partially aided schools claim despite seeking assistance for table and chairs for 3 years they got none. Publishing some of the responses we have got. There was one reader invited me to lead delegation to discuss this with the Ministry of Education or with the State Government. I humbly declined as am not a leader, just a commoner, do not know anyone in office. Nevertheless once hearing from more, we can discuss the next course of action.

Dear All - If you are a teacher, have children or know someone working in Partially Aided (Bantuan Modal) Tamil school I would like to get your feedback regarding this topic. Some time ago, the table and chairs assistance by the government is limited to Fully Aided (Bantuan Penuh) schools. Whenever a Fully Aided school changes their tables and chairs, the used tables and chairs will be given to Partially Aided school as their good will gesture. This is because tables and chairs were not supported by the government.

Question:
1. Is this scenario, Partially aided school depending on Fully Aided school for tables and chairs are still prevalent today? 
2. Where do Partially aided school go for their new table and chair, say because of broke or due to students expension?

From my investigation I learn in Selangor, there is a program to help Tamil Schools by the state government over this sort of issues,

Been verbally told NS and Melaka too have this program but by the state education department. It is usually a one off program. The schools will be invited to fill a certain form at end of a certain schooling year, to plan for their next year's intake. Tables and chairs could be replaced due to repairs or due to student expansion.

On the contrary for Penang, I have been told they dont have such program either by education department or state goverment. The long practise of getting it from fully aided school is said to be still on going. If MOE is giving the tables and chairs for NS and Melaka wouldn't it be a standard procedure for other states as well?

If you happen to know about this, could you share with me this information.

We have assisted a school in Penang with the help of Yayasan myNadi some time back. The furniture was very bad.


If there is a program by MOE or State, believe rather good to plug to the system if there is no such programs in certain state, we have to organize something to attend to this. Just to share some info with you…
I am <snipped>
I am the PIBG Chairman of SJKT <snipped>. I am serving as a chairman in this school school since 2008.
During my presence in this school there was not a single table and chairs and tables provided my education ministry.
With the help of some generous individuals, we have replaced 100% of our students’ chairs and tables in last two years.
 
Struggles by the partially aided schools are numerous.
 
For your information, below are some of problems that we are facing currently:
1.      Our toilets outlets stuck now. The piping is 6 feet below the ground. Where to get money to repair it. Sewage effluent discharged into the perimeter drain.  
2.      Budget allocated by the government for water, electricity and telephone is insufficient. PIBG just topped up RM1000 last month.
3.      School drainage not good.
4.      School fencing worn out. Holes everywhere. Dogs easily coming and messing up the school compound.
5.      ICT air-cond broken down. Repaired few times but too expensive to repair. No aircond since last two years.
6.      10 of the ICT lab computers broken down.
7.      Many more such issues…..where to go? We have done many but many to go.

I short survey in kedah shows there is such program buy SJKT <snipped> has applied for furniture for 3 years but no reply from JPN.  

SJKT <snipped> has extra tables and chairs. They got used furniture from SJKT <snipped> which got <snipped> and furniture. This was on the HM's own initiative

I guess the situation may vary according to the school. We need to call each HM individually to verify the current status.

Dear Sir,

I'm a former Tamil School Headmaster and would like to respond on the furniture matter that you have highlighted at the beginning of this bulletin.

Regardinf the above matter, the state or central government is not responsible for the furnitures in Partially Aided Schools in Malaysia.  Partially aided schools will also receive a form from the department to fill in the request for furnitures, usually at the end of each year.  Apart from this, the Headmaster of a partially aided school could always write in to the State Department at any time of the year to request for the needed furnitures. It's up to the Department to fulfill of deny the request.  Usually the request will be denied for they'll say don't have enough fund.

Then, alternatively the HMs will look around any other schools which has extra furnitures in 'good' condition and would put in a request to have them for their school.  If the HM of the said school willing to give away the used furniture, then we got to write in to the State Department for permission to take the used furnitures with our own cost!

This has been the practice all through the years.

Dear Saravanan,

I would like to bring it to your attention that your statement that the Penang State Government is not assisting the Tamil schools in the State to overcome the chair and desk shortage problem is not at all true. The truth is, the Pakatan Govenerment in Penang has been allocating RM1.75 million to the Tamil schools every year ever since they took control of the State. In allocating this fund the Sate does not discriminate between fully-aided and partially-aided schools. All the 28 schools are given the fund depending on their need. Using this allocation new chairs and desks, not only for the children but also for the teachers, have been bought to whichever school that was in need of these. Besides, in all schools basic facilities like toilets and canteens have either been upgraded or built newly. In many schools additional classrooms, science and computer labs, libraries and open-air multi-purpose halls have been built. All schools are also supplied with brand new latest model computers with internet facilities. Most of the schools are also given additional funds for runninig special classes for UPSR. And, since 2012, a separate RM100,000.00 is being given to theTamil schools to manage the kindergartens in those schools. The Penang State Government has also established a Special Committee to continuously identify the needs of the schools and also to monitor that the fund allocated is discreetly and diligently used. For this year, the annual allocation to all the 28 Tamil schools shall be given out by the CM on 21 February 2014 at KOMTAR. You may attend that function to get to know what the State Government has been doing for the upkeep of the Tamil schools in the State. I also invite you to visit any of the Tamil schools in Penang or talk to any of the headmasters or the PIBGs to gauge the remarkable physical improvement these schools have undergone in the last five years.
