why mlo occupies port 3389 on windows?

isn't 3389 reserved for terminal service on windows?

netstat -nab | grep mlo -A 5
 [mlo.exe]
  TCP    0.0.0.0:3389           0.0.0.0:0              LISTENING
  CryptSvc

If you are using WiFi sync then MLO reserves one of the following port for communicating with your mobile device: 
21030 (or 21031 or 21032 or 21033)
MLO should not reserve any other ports.
