MLO changes taskbar behaviour?

Hi, facing an issue where, when MLO is open (whether minimised or fully open), it changes the behaviour of my auto-hidden taskbar. 

I hide my taskbar on the left. Normally, when I hover my mouse over it, it will slide open slowly. With MLO open, it opens quickly (like it's skipping the animation?) 

This has practical implications on my Surface Pro 7. When I use my pen to swipe from edge to open the taskbar, it will normally open the taskbar then allow me to select an application. However, with MLO open, it is so sensitive that it opens the application I swipe over! (Normally it will ignore that I am swiping over an application). 

Please help! Is this a new bug?

We don’t see a way how MLO can affect the operation of the system. Confirmation from other affected users is needed.
