show a task in todo only if another one is not completed

Hi,
I'd like to manage a kind of reversed dependency.
eg display the task "borrow money to pay rent" if task "receive money from customer" has not bee accomplished on due date.
Is that possible ?

I tried to kludge something but couldn’t. The problem is that overdue tasks are considered active, which seems inconsistent with the GTD philosophy that the due date is the last date on which it’s meaningful to try to complete a task.
