I’m confused by this link. Likely it’s me being stupid, but since the purpose is to clarify the process, maybe me being dumb is a good thing. Here’s the problem, as I see it:

I’m not professing this will work, but I’d do this. Hierarchy yes, but don’t include children. Plus the advanced filter for no flag. Alternatively, perhaps the advanced filter for “top level parent” doesn’t exist may work as well.
