When I move a task using the "move to" window (ctrl-M), it forces the task to be moved as a subtask of whatever task I double-click in the "move to" window.

Is there anyway I can set it up to insert the task I am moving as a sibling?

Not possible in the current implementation since you select new parent for the task (see the window caption)

Why not set it up so you can optionally select a new sibling for the task if, for example, you hold the CTRL or shift key down while you double click on the task in the window?

I like this suggestion and I would take it one step further. Insert as sibling should be the default and insert as child the alternate, because this would give better control over the exact placement of the task.

I personally don't like changing existing features because my fingers already know Ctrl-M, <1st letter of parent>, enter. But I would support adding the sibling feature, or even a separate keyboard shortcut for "move as sibling"
