I think the only way to do it is with a separate file for each "branch" (the desktop allows several to be open at once). MLO really doesn't seem to be set up for sharing a data file with other users. I suspect you are going to find that this is not the only place in which it is difficult.

Branch-level sync is available if you are not using MLO Cloud.  But, I have been unable to find a way to remotely sync my Android device without using MLO Cloud.  MLO mobile is nearly useless if I have to carry a laptop to get updates from team members.
 
Am I missing a way to remotely sync my Android at the branch level?  Lack iof remote Android sync with other team members (which must be at the branch level) is a deal breaker.
 
Is anyone aware of a workaround?  I would be very happy to discover I overlooked a solution.

If I put the different branches in different files, MLO will not pull all active tasks from all branches into a single to-do list, though, will it?
 
If it will, I have not problem putting them in different files.  But if it won't make a unified to-do list, then it totally defeats the purpose of having the "advanced" and "intuitive" to-do organizer.

More and more it appears like you are right, and it certainly fine to make a program that does not do sharing--but then MLO should NOT advertise task sharing as a feature of the program.

I haven't tried it, but I think you could setup two sync jobs.
note: I believe the method below should work, but will require each user to have their own MLO cloud account.

For each user:
Create a sync #1 to the appropriate branch (on a local network)
Create a sync #2 for said user to their own MLO cloud account (this will allow each user to sync with desktop + mobile devices)
