The 'Flags' feature of MLO Windows desktop seems to be diabled for me... Why? and How can I fix it?

I've not really used Flags at all so far.
 
Yesterday I had a quick look at this feature... and I found that it seems not to be working.
 
Here's two of the most obvious 'symptoms':
 
> With the Flags column showing in my list...
- if I left-click on that column and nothing happens. I'm thinking I should be getting a choice of flags to assign?
- if I right click, I get a single option to "Clear flags". Irrelevant, because I can't apply them!
 
> When I choose Tools / Manage Flags... from the menu, I get a box, with two column headings: Flag Name & Task Assigned and a Close button. But nothing else. It's totally empty. Nothing in the two columns below the headings. And there's a grey area on the right (looks like it would be used for various controls or settings) but it's empty too.
 
I've looked in the help system, I've looked in Tools / Options to see if I should 'activate' anything... Not noticed anything to help me.
 
So, the usual situation; the usual questions: Am I missing anything? Have I misunderstood anything? Or, if this is a genuine quirk or bug, how can I fix it?

Your default flags seem to have disappeared. Right click in space in the Manage Flags dialog and choose New flag.
