Feature request: 24 hours time format

Hi,

use time in Timing & Effort does neither show am or pm nor does it use
the 24 hours format.

I'd prefer the 24 h format of course.

Well in this case the subject line should be changed to

bug report: 24 hours time format is not displayed. :-)

I checked and doublecked. Unless I did something stupid, it is not
there.
