With hierarchy on and parent and child off, tasks are not showing up

I found what looks like a strange bug. With some filters on, and hierarchy off, some tasks show up in the view.

But when I turn hierarchy on, with include parent and include child off, the tasks go away and nothing shows up.

If I understand correctly, this shouldn't happen, right? Everything that shows up with hierarchy off should still show up with hierarchy on and include parent and include child off.

I'm not certain, but I believe that showing hierarchy with parents and children works as follows: look at the tasks that you would get with hierarchy off. Are any of these tasks that are shown the parent of other tasks that are also in the view? If so, create a hierarchy showing all of the parent-child relationships where a task and it's first-level subtask were both included in the original view. Any task that does not have a parent-child relationship with other tasks in the view is discarded.

Could I ask, if the tasks in your view do NOT have any hierarchical relationships with each other, and if you are excluding parents and children, what kind of hierarchy are you seeking to display? It sounds like you want a flat list, if so why not turn hierarchy off?
