This should show you all Projects that do not have any incomplete subtasks:

As per the subject, I am trying to set up a view like this.

I am getting more familiar with MLO advanced filtering, but can't figure out a way to do this.

Does anyone have any ideas please?

I use this in an autoformat rule to place the warning triangle icon to the left of projects without subtasks.  
When reviewing a list of projects the ones without subtasks (a next action) is visually apparent.
