2018 Mining Rules & 2019 Gemstone Law - English translation?

Hi folks,

Does anyone have an unofficial English translation of either the 2018 Mining Rules or the 2019 Gemstone Law? Or know of a non-corporate-centered analysis out there (other than the MCRB's recent SWIA report)?

We’re also looking at those two laws with the upper and lower house committees on mining, natural resources and environment.
