It's odd, I'm getting the error again both from my laptop and my mobile. It's Argentina, 11:08 PM

Since I still never saw error 403 it sounds odd, but there are some common configuration errors that cause it. If it really was an error for you but not me (in USA) then I wonder if it could be that you have to go through an extra layer like a government site that controls what people can access. Don't have any info on it however.

I hope we could get an official comment on what might have happened.
