1. Call to Order
2. Approve Minutes of January 29, 2026 meeting

3. Review and discuss Finance Committee recommended Criteria for Capital Projects
• $15,000 and at least 5-year usable life of purchased item

4. Decide whether the DLS Capital Improvement Planning Guide is an appropriate roadmap for developing Dalton’s 5-year capital plan.

5. Review the Lee, MA capital improvement request form and the DLS Capital Request form and decide what information we want on Dalton’s Capital Improvement Request form.

6. Consider preparing the following Policies based on DLS templates
a. Capital Planning Policy
b. Capital Improvement Budget Policy
c. Capital Debt Policy
7. Consider having Collins Center expert support for developing Dalton’s 5-year plan

8. Discuss Capital Budget Calendar items for June through August

9. Additional materials:
• DLS Capital Improvement Planning manual (13 pages)
• Lee, MA Capital Improvement Plan FY 2024 – FY 2028 (118 pages)

10. New Business
