Introducing the mwetoolkit tagger

Dear all,

We're happy to announce that the mwetoolkit now features a brand new functionality: a push-button CRF tagger for in-context MWE identification.

It allows flexible features and inclusion of external resources, but can also be used out of the box with default configurations.

This is ongoing work, so we appreciate comments and suggestions.
