Online registration/meeting minutes

With the conference meeting agenda including a discussion of online preregistration, I realized I never sent out minutes from the fall meeting where we discussed this. I typically prefer to not apply decisions from the fall meeting in the spring because of differences in who participates in each season. I am attaching some long overdue minutes from that meeting with what was agreed to on preregistration. Hopefully this can be used as a starting point for the discussions Saturday - even if just to agree to the same outline.
There were two things that we did not think to discuss at the fall meeting that would be good to discuss Saturday:
1. What is the maximum late fee allowable?
2. For refunds, should it be for the full entry fee or the entry fee less the charges for the registration service?
For #2, I would suggest it be the entry fee less the registration service charges so that host clubs do not lose money on people who request refunds. This would also discourage abuse of refunds.
