Rulebook update

USA Cycling has updated its rulebook for 2009. The link is http://www.usacycling.org/forms/USAC_rulebook.pdf. Note that the rulebook now covers all USA Cycling associations; the collegiate rules are in Chapter 7. Red text indicates a change or addition.

From a quick glance, it looks like most of the changes are fine tuning or clarifying existing rules. The biggest change I see for conference racing is on TTT rules. Category A teams must start with three or four riders and the time is that of the third rider across the line (this applies to men and women.) Other category teams may start between two and four riders. If a team starts with three or four, the time is that of the third rider; if a team starts with only two, the time is that of the second rider.
