New API clients for Windows and Linux

The Windows DLL and the Linux .so files have been reviewed by AI.  Both Opus 4.8 and ChatGPT Sol were used.  Both have been substantially hardened and suggestions by Mark have been integrated.  These clients should work with both SD and ScarletDME.

Source code, documentation and compiled binaries are provided in the repositories.  The Windows version was compiled using gcc provided by the MSys2 application rather than using the Microsoft compiler.
