[MOD] Change for non-member posting

In the forum configuration I accidentally left a setting which allows
non-members to post, though I did set it to ensure all non-member
postings are still moderated. It was a harmless oversight. But every
time a non-member posts, a manager must take time to read and approve
the posting, even if we know and trust the author. Sincere thanks go
to managers for their handling of all postings so far - I've been
trying to figure out how many of the postings we see every day weren't
linked to actual members, and that's been because managers are quickly
processing all postings. But we don't want to abuse anyone's time.

So to help our managers and to help us get a better count of actual
forum participants, I'm going to change that setting on Friday night,
so an author must be a forum member before posting. Public read-access
is not affected. If you have been posting but have not yet registered,
please take a few minutes to do that now. Comments from non-members
will not be blocked until the setting is changed on Friday night.

This notice is being posted to ensure no one is suddenly cut off from
posting without understanding the situation or without opportunity to
express an opinion on the matter.
