    • Updated Draft Parks and Recreation Strategic Plan news:
      The City of Mountain View has released an updated draft of the Parks and Recreation Strategic Plan following review and direction from the City Council on Jan. 27, .
      This refined draft includes a new goal focused on biodiversity and natural elements, updated park acreage analysis by Planning Area, and strengthened implementation strategies. The plan outlines how Mountain View will expand, enhance, and sustain its parks, open spaces, and recreation system over the next 10–15 years.
      The Parks and Recreation Commission will review the plan on Tuesday, March 17, having provided comprehensive feedback on a prior draft at a Commission meeting on Nov. 17, 2025. The plan will return to the City Council for adoption in May 2026.
      Public comment on the draft at ImagineMVParks.com is invited through Tuesday, March 31.

    • Support request from Charlie Koch with Avalon Bay re the 555 West Middlefield housing project:
      I am writing to provide an update on AvalonBay Community’s efforts to redesign the residential apartments long planned at 555 W. Middlefield Avenue.  We are nearing the final steps in the approval process and are requesting your support at the City Council meeting scheduled for March 24th.  Your endorsement will help us move forward with construction and deliver this important housing opportunity for the City (See link at end for Housing Action Coalition Petition)
      As you may recall, AvalonBay obtained approvals in early 2022 to redevelop the “eaves Mountain View at Middlefield” apartment community after six years of work with the City and neighbors.  Our plan focused on redevelopment of surface parking lots into two new residential buildings providing 323 apartments, along with a new amenities building, all with below grade parking.   However, extremely difficult economic conditions, including a soft rental market, skyrocketing construction costs and fees, plus the rising cost of capital made this important new housing opportunity simply infeasible to construct as designed, just like similar projects across the Bay Area.
      In late 2024 AvalonBay started looking for design alternatives to enable near-term redevelopment. Our goals were to continue to preserve all of the existing rental units at the site, to maintain the new unit count with a similar design, and to address some concerns of neighbors at the time of original approval.  We filed an SB 330 (Housing Crisis Act) application with the Planning Department so AvalonBay could feasibly redevelop the site in the shortest possible timeframe.  The project also qualifies for an AB130 CEQA exemption.  As you may recall, the original project approvals were supported by a full EIR, and the new design is quite similar to the approved project.
      I am providing a link that includes the final application letter as well as the site plan and some final elevationshereshould you wish to review the final redesign.
      As you will see, the new building design is very similar to the currently approved project, and it includes the same 1.34 acre land donation for a public park.  We are continuing to provide 323 new apartments, including 48 affordable homes.  The biggest change is moving parking from below grade to above grade structures that are wrapped by residential units to shield them from public view.  This will make the project financially feasible and should also be preferred by residents.  By eliminating most of the planned excavation, the new design also has the benefit of reducing the construction air quality impacts that were of concern to neighbors and our existing residents.
      The tentative map for the project was recommended by the City’s Subdivision Committee at a public hearing on March 4th, and full project application will be going to the City Council for consideration on March 24th.  As a supporter of this unique housing opportunity for Mountain View over many years, we hope you will lend your name to the project again to let the City know how important approval of this redesign is to support actual construction of the new apartments.
      Our friends at the Housing Action Coalition have created a petition here to the City Council in support of the redesign project approvals.  We hope you will consider lending your name to it today.

      Transit is hugely important for bicycling for many reasons:
      Reduces motor vehicles (motor vehicles kill and hurt many of us)
      Reduces pollution & climate change
      Helps bicyclists get further faster without needing a car!
      Right now transit needs our help. We need 200,000+ to sign the Connect Bay Area petition so we can get a special sales tax on the November Ballot to keep BART and Caltrain running.
      SVBC has endorsed Connect Bay Area
      Can you help collect signatures? If so, please contact me ASAP. I can train you and get you petitions. We would particularly like many trained in time for No Kings on March 28 as that is an excellent place to get signatures and the organizers are very supportive.

      Some folks have been collecting signatures for the transit measure to help prevent significant cutbacks to Caltrain and other local transit service, but the campaign still needs many more signatures to get to the 200,000 goal. Transit helps reduce homelessness by providing inexpensive ways to get to work for car-free people — this helps keep our trails more open and cleaner. Transit keeps people healthier because transit users must move more than car drivers.

      The Silicon Valley Bicycle Coalition and most every other bicycling or environmental group I our area has endorsed this measure.

      Yes this is for a small sales tax increase, but it is well worth it for all of us and our community. All of this money will support our local community and local jobs.

      Mountain View Mayor Emily Ann Ramos will give a State of the City address on Tuesday, May 19, at the Mountain View Community Center’s Redwood Hall, 201 S. Rengstorff Ave. With the theme, “Building the Mountain View of Tomorrow Together,” this year’s program will highlight recent City of Mountain View accomplishments and updates on the City’s financial outlook, advances in affordable housing and active transportation, and long-term strategies to improve the quality of life.
      Individuals attending in person should reserve their free ticket. Doors open at 5:00 p.m. with a reception, featuring a dinner buffet. Attendees can also visit City resource tables and learn about opportunities to volunteer, from helping children read to serving on City boards, commissions, and committees. The formal program gets underway at 6:15 p.m. and concludes by 7:00 p.m.
      Interpretation services in Spanish and Mandarin will be provided to in-person attendees. Child care for children, ages 5 and older, will be available during the event.

    • Monta Loma Renovation Project Community Meeting:
      The City of Mountain View will host a community meeting for the mini-park project in the Monta Loma area. Staff will present conceptual design options that incorporate the input received at the first community meeting and gather input on these options for this shared-use park location.

    • Downtown Entertainment Zone Pilot Program:
      The Downtown Entertainment Zone Pilot Program is a new initiative that would allow the City of Mountain View to create a designated area along Castro Street where people can enjoy alcoholic beverages outdoors during specific, City-organized events. Enabled by a recent California law (SB 969), the 18-month pilot is intended to support a vibrant and active Downtown by allowing patrons to move between participating businesses and nearby public spaces.
      To ensure economic benefits remain local, only existing, licensed brick-and-mortar businesses within the zone will be permitted to sell alcohol. The City is working on plans to activate the zone during events surrounding the upcoming World Cup, with the goal of creating an engaging, “festival-like” experience that encourages visitors to stay longer and explore Downtown.
      The program includes clear operational and safety requirements, such as defined boundaries, security planning, and age verification, and will be closely monitored throughout the pilot period.
      The City Council will take a final vote on the ordinance to create a Downtown Entertainment zone at their April 28 meeting. If approved, the pilot would go into effect 30 days later, on May 28, at which point the City will begin implementing and evaluating the program to inform next steps.

Note: the 2023 Existing Conditions report appears to be missing from the City’s ATP website after the April 20th page update, so I’m sharing the copy I have. I've also asked for it to be added back to the website so there's an official copy available. One ask I shared with staff during the ATPAC meeting is to add the 2023 Existing Conditions as an Appendix to the Active Transportation Plan

      ATP Professional Services Agreement scope - May 24, 2022
      This is useful because it shows the original ATP scope, including:

    • Background Review covering biophilic design — a design approach that increases connectivity to nature through the built environment — and an in-depth review of City Code and Standard Details to identify policies or standards in need of updating; and
    • Existing Conditions review covering equity-related needs, green street opportunities, potential green corridors, and on-street parking utilization in selected locations.

    ATP Existing Conditions and Needs Summary - October 2023
    This report appears to include much of the deeper analysis behind the ATP, and contains a lot of important information that wasn't carried over into the Draft ATP. A few sections are especially worth reviewing and checking to see if it's in the Draft ATP.

    • Code Review Findings - this wasn't included at all in the Draft ATP. The ATP scope called for an in-depth review of City Code and Standard Details. The Existing Conditions Report includes 7 blue “Code Review Findings” boxes identifying standards that may need to be updated to make streets safer, greener, and more people-friendly. Examples include outdated Standard Details that don't support AAA active transportation (A-1 through A-9), large curb return radii, older design references and lack of current best practices, and visibility issues near driveways.

    • Chapter 5: Sustainability and Biodiversity - this chapter includes important material on green streets, tree canopy, green infrastructure, and biodiversity. It appears to contain more green streets detail than the Draft ATP, including maps.

    • Chapter 4: Equity and Access - I did not see an equivalent chapter in the Draft ATP. Please let me know if you find one or can help identify what may be missing.

    • Maps - the Existing Conditions Report includes 26 maps, while the Draft ATP includes only 13 maps. It looks like only some of the Existing Conditions maps carried over. Maps that may be missing from the Draft ATP include green infrastructure, tree canopy, heritage trees, public trees, impervious surfaces, household vehicle access, job locations, walking and biking commute mode share, near misses, collision frequency, transit access, pedestrian signals, and marked crossings.

      The Mountain View Police Department’s 2025 AB 481 Military Equipment Report is now available on the City’s website. This report provides an overview of the specialized equipment categorized under AB 481 as “Military Equipment.” Although we do not have actual military surplus items, our report does include the qualifying equipment we currently possess, our proposed acquisitions, how the equipment is used, and its relevance to public safety in our community.

    • New bike racks coming Downtown:
      From the City of Mountain View:
      The City was recently awarded grant funds by the Bay Area Air District’s Transportation Fund for Clean Air to install new bicycle racks in Downtown.
      This project is a part of the City's ongoing efforts to make the Downtown area more accessible, promote active transportation, and improve traffic congestion and air quality. 15 new single racks and 10 triple-rack sleds will be installed on Castro Street between El Camino and W. Evelyn Avenue by June 2026 creating a total of 90 new bicycle parking spaces.
      Cyclists are reminded that bike riding is not allowed on the Castro Street Pedestrian Mall (100-300 blocks of Castro St). Please help keep the space safe for all by walking your bike and utilizing new and existing bike racks.

    • R3 Zoning District Update Draft Environmental Impact Report available:
      The City of Mountain View's Draft Environmental Impact Report (DEIR) for the R3 Zoning District Update is available for public review and comment.
      The project involves the creation of several subdistricts under the R3 zoning designation and amendments to additional existing zoning districts to support multi-family housing development by aligning development standards with intended densities. The R-3 Zoning Update could result in up to 16,000 net new dwelling units being constructed throughout Mountain View.
      The City of Mountain View is accepting comments on the DEIR during the required 45-day public review and comment period, which ends on Monday, June 29. The document is available in print format for public review at the following locations during their respective business hours:
      City of Mountain View Community Development Department, 500 Castro St., First Floor
      Mountain View Public Library, 585 Franklin St.
      A full copy of the DEIR and all Project documents can be found at MountainView.gov/R3ZoningUpdate.
