It's not very granular, and hard to determine the benefits of improvements.

Adding a sheet of paper into the water bill has some benefits, but it
is junkmail so it should probably be on the bill itself in the whitespace
you indicate. Focus on the smallest piece of paper that will communicate
the message, instead of the largest amount that will fit in the postage
requirement.
