"As for gray water, yes, it's impossible to get a permit since Title 24 does not allow it. Changes to Title 24 are at least a couple years off as I recall."

Who in City Hall should I talk to regarding graywater ordinances, installation and permitting? I understand that the city makes it very difficult to get a permit but I'd like to understand why, what codes are invoked, and what possibilities for improvements are.
