FYI only-
There is a lot of detail in the documents for the December CIWMB (CA Waste Board) agenda, but I thought many of them were interesting (ie: related to organics, AB 32 and greenhouse gases, etc).  The agenda is fairly descriptive and you can read more deeply if you're generally interested in what's going on at the State level.  Just an FYI
