The following is an attempt at a brief version of a recommendation
relating to family planning. It doesnt have all the supporting
statistics etc yet, because I havent yet been able to get them. But I
wanted to run this by the group to see if there was still interest in
including this area of concern in our set of recommendations. See you
at our meeting tonight.

Title: Family Planning
Issue: There is an unmet need for family planning services
particularly among young women who are still in school. Young mothers
and the children born because of unintended pregnancy often experience
constrained and reduced opportunities in life because of the lack of
resources to adequately care for and raise the children.
Recommendation: Mountain View should support outreach work by Planned
Parenthood and Family PACT. Persons who are of low income or uninsured
or who seek confidentiality may be unaware of services available to
them. Planned Parenthood is one of the few agencies assisting
undocumented persons. Outreach work includes:
* Supporting more comprehensive sex education in schools
* Providing public locations to place posters/pamphlets advertising FP
services
* Facilitating tabling by PP at public events. PP would send two
people to staff a table at such events, a clinic staffperson, and an
educational program staffperson.
Tine-line: Short-term (< 1 year) and on-going
Impact: Increased awareness and acceptance of FP services, reduced
rates of unintended pregnancies and subsequent reduced quality of
life.

All of this looks good to me except that to most people this recommendation will have no obvious relationship to CO2 emissions or sustainability in general.  You need to make explicit that our goals are to reduce population growth (thus increasing sustainability) while increasing opportunity for children and mothers, especially those with lower incomes. 
 
Other than that, it looks good to me.  Absolutely there is still interest in including this area of concern in our set of recommendations.
