I am preparing a recommendation for the city of Mountain View to install solar PV to offset a substantial amount of city operations electrical consumption. I'm restricting the recommendation to city-operated buildings and parks.
I'd like to know if the city will be restricted to installing solar only on sites that use it, or if we can aggregate our total city electricity consumption, installing solar pv wherever we choose.
I've heard that there are regulations forthcoming (if not already in place) that allow for city operations to aggregate our usage for the purpose of installing solar pv wherever we choose. Can you send me a reference to the relevant regulation(s) and whether they are in effect yet? If they are not yet in effect, can you estimate when they will be?
