I've updated both of my Google documents, and they are ready to incorporate into our larger document. This google group is already labeled a collaborator on the document, so feel free to check these out and/or edit them.

I downplayed the school component of installing solar to replace our city operations electricity because the scope of the request is already very large. I didn't want to dilute the message. In my rough computation, the solar installation will need to be roughly 41,000 100-Watt panels. It will be a little smaller than the proposed San Jose School district solar installation, but 2.5x bigger than Google's.
