Hi All,

Here is my recommendation.  As you will see I have created two sets of recommended emissions targets. On Thursday we can discuss what the exact targets should be and perhaps which set of emission targets and schedule we should put forth to the entire committee.  I will also plan on walking everyone through how I arrived at the numbers I suggest.  I did not include a recommendation for how often we should measure our progress. This will be dependent on the emission targets and dates we set.  Once we agree on that, I will add a recommendation on how often we should measure.  Also, I am trying to track down the projected cost of doing repeated ICLIE measurements. 

By the way, if anyone has any other city sustainability plans that are not mentioned in my recommendation, could you please bring them along on Thursday. Thanks.

Your paragraphs under "Statement Of Issure" are general and apply to the entire MV ESTF, not just the baseline group.  I would like to see the entire ESTF write a shared introduction to our 110 recommendations and avoid repeating too much information in each recommendations.  I think these 2 paragraphs that you wrote would make a good starting point for the general overview. 
  
BruceK, BruceE, and SteveA, do you agree that we should have a general intro?  If so, let's start a document somewhere (maybe Google docs?) and put the following 2 paragraphs from Justine as a starting point:  
  • The City of Mountain View and its community recognize that global warming is a serious threat to our well being, economic prosperity and natural environment. California is the 12th largest emitter of greenhouse gases in the world due to its large and growing economy (1). On August 31, 2006, the California Legislature passed The Global Warming Solutions Act of 2006, commonly known as AB 32.  AB 32 calls for the reduction of greenhouse gas (GHG) emissions to 1990 levels by the year 2020—approximately a 25 percent reduction over forecast levels and 10 percent below the 2006 500 million metric tons a year (2).
  • To be a responsible community member, the City of Mountain View and its citizens need to participate in personal, local and global efforts to reduce GHG emissions. Mountain View's 2005 greenhouse gas inventory estimates that the community-wide GHG emissions total approximately 846,146 metric tons CO2e, or 11.85 metric tons CO2e per person (3).
Overall, this looks like a good draft to me.

Hi Mark et al.

 

I would imagine that the report should contain a general introduction for the entire Task Force, but I entirely leave this up to the Task Force to decide.
