Speech of George Tsereteli, Deputy Chairman of the Parliament of
Georgia at the OSCE Parliamentary Assembly Session
Vilnius 02.07.2009

Dear colleagues!

Many important topics were discussed at our session this week and
number of important resolutions adopted. It is hope of all of us that
they, as long as other efforts of our colleagues and President Soares,
will increase capabilities of the OSCE and enable it to prevent events
similar to the last year. In our view, clarity is the key word in this
matter. We can achieve this first and foremost by sending strong and
unequivocal signals to any forces that might still be playing with
ideas of military adventurism or “spheres of influence”.
The Georgian Delegation to the OSCE PA expresses deep concern due to
the Russian vetoing of the OSCE mission in Georgia. Despite
significant efforts exerted by the Greek presidency to save the OSCE
presence in the region, this destructive approach aimed at lowering
international presence in Georgia resulted in termination of the
entire OSCE mission, including democracy-related programs. Shortly
after, Russia vetoed extension of UN Monitoring Mission in Georgia
(UNOMIG) in the UN Security Council. These acts threaten to directly
undermine security of the region.

We are extremely alarmed with the ongoing militarization of Georgian
regions of Abkhazia and South Ossetia, currently under the Russian
occupation as well as launching of the large-scale military exercises
“Caucasus 2009” in the immediate vicinity of the Russian-Georgian
border involving action on the Georgian territory as possible
scenario. Alarmingly, massive anti-Georgian militaristic propaganda
wave has been unleashed in the Russian state media.

Russia continues preventing international monitoring missions from
entering the occupied territories. It is crucially important that the
only existing international mission – the EU Monitoring Mission (EUMM)
is strengthened and transformed into a policing operation first and
foremost to allow safe and dignified return of all victims of the
ethnic cleansing.

We call upon the OSCE PA and distinguished colleagues to intensify
scrutiny mechanisms to regularly monitor the EU-brokered Cease Fire
Agreement which is still blatantly violated. These could include
enhancing competences of the Special Envoy Mr. Lenmarker. We also call
upon the Assembly to react adequately on the fact of termination of
the OSCE mission in Georgia.

Ladies and gentlemen!
We do not seek to isolate anyone—quite on the contrary. But for the
positive engagement it is crucial that we are as clear as possible and
do not shy away from real facts and calling spade a spade.
Finally, we’d like to thank all colleagues and countries who have
shown attention and support for Georgia and its democratic, European
future.
