We reviewed your application, and determined that your app requires more testing before you can access production. Before applying again, continue testing your app following our guidance for gaining production access.
My only guess is that you really need to test the app with 2 devices. One creates a chat and another joins with the QR code.
Not sure what to do in this case. I am pretty disappointed. Google really doesn't say what the requirements are so I am just guessing. Seems like a big ask to have testers use 2 accounts and 2 devices. I don't want to start another round of testing to find out I did something else wrong.
If anyone has any ideas let me know. Otherwise than you for the help in this. I really appreciate the help.
