Update to mupen.bat

I changed mupen.bat ever so slightly. With windows 7 incorporating
linux's tab key autofill feature into command prompt, sometimes people
write the directory in using this *cough*[stolen]*cough* "borrowed"
tab autofill feature. In windows this will sometimes put quotes around
the directory automatically. I added a couple lines to my script to
remove any quotes from the rom directory variable and the rom variable
so that when quotes are added in the launching aspect of the script it
doesnt mess things up.
