Does this application still receive updates?

I'm confused because a build number lower than 3 seems odd to me for an emulator.

Yes, Mupen64Plus still gets a fair amount of software development activity. I
haven't made a new tag and release in a couple of years but it's been on my
to-do list forever and it will eventually get done. The latest source code is
always available on github.
