hdiutil: create failed - Resource busy

Hello,

I am trying to use munkiimport (using Munki 2.8.1.2845) to import an app called “IGV”.
A few months ago, I was able to (successfully) use:

sudo /usr/local/munki/munkiimport /Users/brian/Downloads/IGV_2.3.68.app

But now I get:

sudo /usr/local/munki/munkiimport /Users/brian/Downloads/IGV_2.3.83.app 
Password:
Making disk image containing IGV_2.3.83.app...
hdiutil: create failed - Resource busy
Disk image creation failed.
Could not convert /Users/brian/Downloads/IGV_2.3.83.app to a disk image.

I am able to open the app. It is not open when running the munkiimport command.
I have re-downloaded the app from the vendor and used UnArchiver to unzip the app (instead of Archive Utility).
I have restarted. (Running 10.11.6)

What other things should I do to get this to import?
(this may not be a munkiimport issue, but I felt this list may have the most experience with hdiutil)

This happens occasionally. A reboot typically fixes it.

Not directly relevant to the question at hand, but is sudo necessary for a munkiimport?

Next step would be to manually create a disk image containing the app.You could use `hdiutil` or even Disk Utility.

hdiutil create -srcfolder /Users/brian/Downloads/IGV_2.3.68.app /Users/brian/Downloads/IGV_2.3.68.dmg

Does creating the disk image encounter issues? Do you have something like A/V software that might be interfering?

If you _successfully_ create the dmg, you can then use `munkiimport` to import it.

Not necessary and I usually recommend against it. That said, hdiutil create might ask for elevated permissions. resulting in a GUI prompt. That would be problematic during a remote SSH session...

Got it! Thank you…

Restart did not help. Nor did the (very helpful) hdiutil command. 
But creating a blank image with Disk Utility and then copying the app to it did!
A/V is installed (BigFix Protection aka Trend Micro)...
