Has anyone see this in a log before and know what might cause it?  Based on a few minutes of research, it appears to be a permissions problems, but other installers seem to install ok.
Cannot install on volume / because it is disabled.

installer: Cannot install on volume / because it is disabled.
installer: A version of the software required to install this update was not found on this volume
This is happening on a Office 2011 install.

I would have guessed it was Office even before you said it was...

I'm betting that if you attempt to manually install this update you will see the same issue.

I haven't tried yet. Strangely, I've never seen this before and these installers have been deployed to 100s of mahines before with no problems.

Assuming, like the original issue, that this happens even outside of Munki, most likely the issue is that you cannot install the Office 2008 12.3.5 update until you have first installed some earlier update.

Was this issue ever resolved?  I'm now getting this on the latest 12.3.5 Office 2008 update.

So yeah.  Turns out 12.3.5 did install.  But I didn't carry over the installs key and change the version number. :-/
Easy fix.  Thanks!

This in not a munki specific problem.  I have seen it happen when one tries to manually install an update.  I don't have a solution except to install the update with a terminal command which always works.

Here is an example with an office update.  It must be ran as an administrator.

installer -pkg "/path/to/Office 2011 14.2.3 Update.pkg" -target /

I am having this same issue, but with Office 2008. So far I have determined that if the Office2008.dmg in the repo is manually mounted and the installer run, all subsequent Office2008_update items install as expected down the line. If Office 2008 is installed by Munki, I'm stuck at 12.0.0. The 12.1.0 update throws that same error.

I'm taking a break from trying to figure this out. :/

This can happen if the PKG has a restriction, like minimal OS of 10.6 when trying to install on 10.7. We had the same error on a package that a tech tried to run on a Mac that did not meet the OS requirement:

Installation failed. The installer reported: installer: Cannot install on volume / because it is disabled.

Once we removed that requirement the PKG ran fine.
