I am having the exact same problem, unfortunately I recently had to get a new credit card since my old one expired but other than that nothing has changed since last year. My bank cant see any payments that try to authorize against my account so they cant tell me if something is wrong. So a bit stuck right now.

This problem seems to be major because it refers to many developers. Faced it myself, I conducted inverstigation around developer communities and I have read a lot of developer troubleshoot reports from Russia who are unable to enroll Apple Developer Program because of payment impossibility. Perhaps it applies to many countries except the United States, not only Russia.
The problem is not in any bank. Banks keep answering that they did not receive any payment requests, while Apple Support continue answering about problems from bank side with advice check billing information. This is wrong because trying different banks and credit cards did not help.

I am in Panama, Central America, since december 13 I made the payment for the registration to the developer program, yesterday I sent an email to Apple support and today they have replied that the problem is on the side of the bank.

But I have no notification in Bank transactions as declined much less a request for payment by Apple, it is a bit frustrating not being able to enter the developer program already having projects ready for publication.

On December 30, I registered a new ticket with reference to the previous ticket and attached the link of this forum indicating that there are many users with the same problem, I made the payment again with the same card that I use to make purchases in the App Store and There is still no response, total disappointment, if anyone has any additional information they would be grateful if they can share it.

Same problem here. I am from Russia and tried 3 different russian bank cards on 3 accounts - All attempts are canceled. Apple support suggest stupid things like "cear your browser, try to contact your bank" and etc.

Hi there! I have the same problem. I've tried to renew membrship two times. First time I've indicated my new address as 'billing info' and I thought it was the reason - cause Apple doesn't have my new address. But then I've used the same bank, the same address as I used when registered as developer a year ago - and still waiting. And, yeah, I'm from Russia, so, I'm starting to thing, that it may be reason ))

my apple developer account program enrollement has been created 1 month back but my 99 dollar payment is not going thru...apple support on phone and email are not able to resolve my issue nor are they giving me a reason for my payments rejection...i have tried multiple creditcards and multiple apple id....can someone help me and give me their senior most person email id...,my entire app is delayed cause of this 99 dollar payments....i am amazed as to how a company like apple cannot come up with a solution oft aking my money for 30 days now !!!

while they support staff has been nice...they actually have no idea of why the payments is getting rejected...my bank says they have never recived a payment request only from apple..!! i have also used those cards on popular international site and it has worked...apple devoloper program is the only play i am facing an issue...

I also have the same issue. My account was due to renew on 1 jan and from since then it is expired. I tried two different cards and even contact support and they are not even replying on support ticket. I think apple deliberately doing with the devlopers living outside USA. I dont know what to do next. My top charts applications are down. Apple do something otherwise developer stop making apps for you.

Hi guys, I live in Brazil and had to create a new apple account for a second iphone so I can use it for development, then I just purchased and enrolled Developer Program (personal usage) using my phone. Now, on Developer App, enroll button is greyed out and it says "Enrollment through the Apple Developer app is not available for this Apple ID...". Does it really take more than 48 hours or this could even take longer because I am outside the US? Is there any problem if I have 2 different apple IDs registred with same name, address, etc? Thanks in advance.

They take your money instantly. Then just forget about you. It's not right. We need to protest somehow. $99 is a lot of money especially outside the US & EU. Really Apple, how can you treat developers like this?

This is really not right. I have started a petition to be heard on this issue. Please add your voices to it (even if you're not waiting anymore---numbers will help) and I will use it in further communications with Apple:

I've been feeling incredibly frustrated over the past 1-2 weeks. It's disheartening to see that Apple doesn't seem to care about developers, especially if you're someone living outside of India. The $99 fee is a significant amount for many, including myself, as it equates to about 8,700 INR. Recently, Apple made some changes to their payments system without providing adequate information, causing my money to get stuck. Now, I'm left with no option but to use it on other Apple subscriptions. Although I made another payment of the same amount, I'm uncertain how long it will take to process. It's clear that Apple is focused on profit and not making things easy for developers.

I paid for the developer program over a week now. I got the purchased confirmation on my Email and I was told to wait for two working days but till now I have gotten any response from Apple. I have send several Emails and no response

Apple's lack of interest in developers is impressive, from the Dominican Republic we are the same, 3 weeks and they do not approve the account. Apple needs to improve their support, it's currently bad

Is more than two weeks now I have the same case as yours... Purchase went through immediately over web app... but, It still gives me option to purchase a program. please could here tell me how to solve this issue and how long did it take?

I previously had a paid developer account and I have since let that account expire. As I don't intend to distribute apps, only to develop them for personal learning purposes and only ever running them on my own devices, I think that all I need is a free account.

I had assumed that my paid account would be downgraded to a free account once it expired, but that doesn't seem to be the case. I can no longer run my in-development apps on my own device, and my membership center account page only offers to renew my paid account, not transition it to a free one.

This is the error I get in Xcode when attempting to run my app on a device: "Code Sign error: No matching provisioning profiles found: None of the valid provisioning profiles include the devices: Oracle".

I have a developer account. I have received by email an invoice receipt and I would like to download it as pdf file but I can't find where exactly in my account there are all the invoices. Can somebody tell me where can I find the invoices and download them?

Every year I have to search for that, call the support, browse the web. It takes me more than an hour to find it. Whats about user experience for developers? Why can't you just put it into the developer dashboard???

I've been trying to get that invoice for the past hour and I've been on call with the support staff. The staff is not used to European financial laws, and it's hard to explain what an invoice is. As of right now, the above link works for me, I see the order, but when I try to open it, It just says "Ooops, something went wrong, contact support".

Amazing display of Apple arrogance that they dont regognize that anyone with a developer account needs to get these receipts out for the bookkeeping.Every single time, it takes forever to figure out where they hid these.

Hi all, thought I'd add an answer for this for those who enrolled via the Developer app on iOS. In that case no invoice was emailed to me and it wasn't visible in the store.apple.com > orders section.

"One account for everything Apple" - no please, don't assume everyone needs that.I used the Developer app, signing in to it with my developer AppleID, to renew my subscription.However, the purchase is showing up on my private AppleID. I've send Apple an email to ask them to cancel that purchase. I wonder if Apple will respond.

I would really like to do purchases using 2 AppleIDs, to receive European tax invoices for all my business purchases, and my private AppleID for my music etc.Somehow Apple doesn't get that. Finding an invoice was always a bit of a challenge, but now Apple is just doing it wrongly.

I have been working for a while now. Never encountered this issue. After accepting the invite from the organization. The organizations does not appear at developer apple account. But can see the organization at app store connect. Yes i have checked the account permissions. I have the admin role and developer role etc is checked everything is correct. This is not just me happening with my colleague as well.
