I suppose it might be that the Google Groups 2 Beta is buggy (which it
is) and is preventing anyone except for the moderator from posting, but
somehow I suspect that's not the problem.

There's no requirement to participate actively in the group, but I
think everyone in the group would benefit if those in the group shared
their experiences building multi-lingual sites.

So perhaps those who have already built multi-lingual sites could post
some of your experiences in doing so, which tools you used, which
standards you adhered to (if any), what challenges you had to overcome
- and how you did so, etc.

If you haven't built a multi-lingual site yet, perhaps post what you're
looking to do, which language you want to support, how your planning on
implementing your site, and what problems may have prevented you from
doing so yet.
