Finishing my Garage inside, any advice?

Hi,
I have a 16 x 28 foot garage / shop that I recently built in my back yard. It has 10 foot tall walls and an
arched ceiling providing an peek height of around 11.5 feet. The winter before last I fully insulated it and
hung the drywall inside. It has some thermostatically controlled electric baseboard heaters and usually
I set the thermostat to maintain about 5 degrees Celsius (41 Fahrenheit) unless I am working out there on
something. I finished some crude taping work but then left it until this summer.

I am in the process of finishing the mudding in preparation for paint and I am going to be ordering fire retardant

The thing I have been conflicted over is what to do about the baseboard, you know around the bottom of the
wall where the drywall is about 1/2 to 3/4 inches from the concrete floor. In the winter (and we get plenty of winter
here in central BC, Canada) I park my truck in this garage and often it has snow and ice built up on it from
being parked outside at work etc.. This melts and creates puddles of moisture on the concrete floor and this
often seeps under the nearby wall. I would like some kind of water proof barrier around the base of the wall
to keep this water out from under the wall. Additionally, now that welding in this garage appears to be
a reality I want to prevent the sparks etc. from welding from finding their way under the drywall and sitting there
smoldering next to the 2x6 plates of the wall.

I can imagine something in the way of some formed curved cement as the baseboard but I have no idea if this
is practical or how or where to get something like that. Does anyone have any ideas for what to do to solve
both of these issues?

So I found a product that would work for the job, it is a bit expensive for me at this time however.

16 wide + 28 long = 44 linear feet

x 2 (sides + ends) = 88 linear feet

subtract garage door, and man door opening
garage door opening 9 feet
man door opening 3 feet
9 + 3 = 12 linear feet

88 - 12 = 76 linear feet

subtract size of 3 baseboard electric heaters
3 of 3 feet = 9 linear feet

76 - 9 = 67 linear feet

One case of 15 four foot sections (60 feet) = $255
