i believe the utility you are referring to is "repaired locked file"
the issue i am having does mimic a file being open or in use by another user, however, in my instance the error indicates that user who created and closed the file and then tries to re-open it is the user who currently has the file open.
using the utility does not fix the problem
i figured out the solution over the weekend and it involves High
Sierra incompatibility with the SMB file share
the solution is to join the network with "CIFS" protocol instead
of SMB
