কিন্তু পোষ্ট টা লক হয়ে আছে পাবলিশ ও করতে পারছিনা।
আচ্ছা লেখক পোষ্ট করলে সেটা কি সরাসরি পাবলিশ হয়না? নাকি এখনো এডমিন কেই পাবলিশ করতে হয়?

This is a common problem in joomla. Actually this is not problem, it's for security issue or sychronization between user activity. When some one edit/write any article this is locked which can be unlocked by the same user and by admin user. If any article is not saved properly or browser is closed before saving then this lock occurs.
How to remove this:
1.Same user can open the article for edit and save properly
2. Admin user can give a global checking to unlock all locked items.
How to do this: From admin panel-> menu System-> click Global Checkin
BTW, I have solved the problem and the article is in front page now.

আরেকটা ব্যাপার আমি চাচ্ছি কেউ পোষ্ট করলে তা সরাসরী ফ্রন্টপেজে পাবলিশ
হবে এডমিনের পাবলিশ করার প্রয়োজন হবেনা। এটা করাযায়?

Most probably items shown in front page are organized by front page manager. So while editing an article if it is marked as show in front page then it's should be in front page automatically. May be normal user don't get the permission.
I think it's better that any admin publish for front page :P
BTW. in joomla the hierarchy may be like this Super admin, Admin, Manager, Editor.... So regular user/regular contributor can be given more power to publish directly :D

Global checking just removes all the locks. Now same user or user having permission can edit the post. I mean now it's ready to plublish in frontpage or any thing :)
Tips:
How articles are locked:
1.Skip the open article and jump to another link ...that means the article is not properly closed or saved.
2. Close any page opened for edit /crash of browser
3. etc
