weight initialization in Windows version snns4.2

If I try to initialize an Elman network in the Windows version of SNNS4.2
I have the problem that the values assigned are static (all 0.9999) rather
than
randomized (in the range set to 1 to -1). I did not have this problem
with SNNS4.1 for Linux.

I know this problem has been mentioned before, but I could not find a
solution for it, e.g. initializing the network in batchman gave the same
static results.

Could anyone tell me if there is a way to solve this problem?
