That appears to me to be not a MAILER-DAEMON message from your system
but is rather apparently a message that someone else received from their
own system (or relay) and forwarded to you. To my knowledge, there has
been no change in this note in (one of) the manual pages for "SMAIL3" --
# man smailconf

type: number default value: 100k
Messages longer than this will be truncated by smail
-->> when when written to its input queue. (This is not <<--
-->> currently implemented and there is no limit on the <<--

In other words, there is no way to increase the maximum message size in
smail since there is no limit to the size of the messages, either in-
bound or outbound. ( Have the people complaining about the above error
message make the query of their own system administrator(s)! )

as you've noted, it's hard to tell exactly where this error message
was generated.
however, i have a different version of the man page than the one you
sited.
# man smailconf
...
max_message_size
type: number default value: 100k
Messages larger than this limit will be rejected by
smail. This feature is currently only implemented
when an ESMTP connection is negotiated which supports
the SIZE extension. In all other cases there is no
limit on the size of messages. In a future release
this feature will cause SMTP messages to be truncated
and then rejected. It is not clear how best to handle
excessively large messages received by UUCP.
i happen to know that max_message_size is effective in limiting the size
of messages accepted by the ESMTP protocol (but not SMTP).
