Removing and rebuilding pasword databases didn't help. Any ideas

Have you tried logging in on any pseudo-terminal other than tty0? I get the
same error on tty0 because of the default settings in /etc/ttys, which set
tty0 as 'the console'.
Check that /etc/pam.d/ exists and is appropriately populated.

Make sure your users don't use a shell that doesn't exist.

I got this error when I removed /dev/console - is it possible that
yours got corrupted?
