At least for git repos, if using browse.php and selecting a branch other than master, one can navigate the hierarchy but cannot view file content for most files. I say "most files" because it seems that files at the top level are viewable, but those in subdirectories are not. I am not sure whether this affects hg repos as I don't have access to one that contains multiple branches.
