Prime Minister’s Fellowship Scheme for Doctoral Research

A public-private partnership between Science and Engineering Research Board and Confederation of Indian Industry

 

India is far behind many countries in terms of number of PhDs coming out of its higher education system every year. This has many reasons. Indian industry’s investment in Research & Development, barring few sectors like pharmaceuticals and biotechnology, is very poor compared to global benchmarks, which is why industry also does not recruit PhDs in large enough numbers. On the other hand, Government’s doctoral fellowship amount is not attractive and talented students tend to accept jobs than pursuing PhDs.

 

Science & Engineering Research Board (SERB), Government of India and Confederation of Indian Industry (CII) have been concerned about this trend and explored an innovative model where talented students and industry will join hands in a process where doctoral fellows will get double fellowship amount and the industry will initiate a research project.

 

The Prime Minister’s Fellowship Scheme for Doctoral Research is aimed at encouraging young, talented, enthusiastic and result-oriented scholars to take up industry-relevant research. Average government fellowship in India at any academic or research institute is approximately Rs 30,000 per month, including house rent allowance (HRA). Under the PM Fellowship Scheme, the full-time PhD scholars, registered in any recognised university / institution in India, get double the money that they would otherwise get for doing research. They are required to find an industry partner who is ready to support their research and apply on the portal within 14 months of their PhD registration. The partner company pays matching JRF / SRF & HRA, for four years and is involved in the research project with the doctoral fellow and the institution.

 

The scheme is currently designed to support maximum 100 such fellowships in a year. At present we are able to give fellowships to only about 30 fellows in a year due to paucity of good applicants. This presents an attractive opportunity to encourage your PhD scholars to apply for this scheme and get selected for the country’s most prestigious scholarship.

 

The fellowship scheme has already attracted some of the brightest minds from the most premier Indian institutes such as IIT Bombay, IIT Madras, IIT Hyderabad, IIT Roorkee, IIT Delhi, IISc Bangalore, IISER Pune, NIT Trichy, ICT Mumbai, IIIT-Delhi and several more. Likewise, some big corporates from across the world have come forward to support research scholars under this scheme. These include, among others, Forbes Marshall; Google, GE India Technology Center; General Mills India; Godrej & Boyce Mfg; Intel Corporation, USA; Intel Technology India; Microsoft Research; P&G, Beijing; Tata Chemicals; Tata Steel etc.

 

As a Central Institution your role in elevating the Indian education system to global benchmarks is of special importance. It will be very inspiring for the research fraternity to have more and more PM Fellows from your institute. We request you to disseminate information about this scheme to all your relevant departments to garner maximum participation from your institute.
