mTCP 2024-10-20 is available

This version of the code includes the following:

• mTCP programs can work at the same time and share the same packet driver that NetDrive is using.  (This requires a small change to your mTCP configuration file.)
• The FTP server has a "clobber mode" setting that allows you to overwrite files without deleting them first.  (Without this setting enabled you are not allowed to overwrite files.)
• IRCjr has a fix for connecting to the Libera.chat server.
• There are some smaller fixes sprinkled about in the library.

I've been testing similar code for a few weeks on the PCjr at brutmanlabs.org.  It has over 700 hours of runtime on it, with the mTCP web server running on top of a NetDrive drive letter.  (The machine has a floppy drive to boot from but no hard drive!)  I think that's a pretty good test of the code.
