Tiny (https://josh.com/tiny/) is (old) remote control software for DOS;
from the web page 'the TINY host is written in C and runs as a small TSR
in DOS. It uses the Novell or PCTCP networking API to listen for
incoming UDP requests. It extracts keystroke requests from incoming
requests and sends back snapshots of the local screen via UDP packets.'

Any chance Tiny might work with mTCP?  (The website says it does not
work with WATTCP TCP/IP.)

Tiny uses the Novell stack, which loads as a TSR.  So while it would be possible to port it Trumpet (the other well known DOS TCP/IP stack that is a TSR), it can not be ported to use WATTCP or mTCP which use a library for TCP/IP services.

In a more human readable explanation, it is not going to happen because mTCP doesn't run as a "terminate and stay resident" utility.  Getting to that would require a major rewrite and losing a lot of features.
