change of upstream location

Hello mtail-users,

I no longer have write access to the google/mtail GitHub repository.  As such the new upstream location for mtail is https://github.com/jaqx0r/mtail

Containers are now available from ghcr.io/jaqx0r/mtail

Documentation at https://jaqx0r.github.io/mtail

Please update your configuration as necessary
